Earlierthisweek,IhadcoffeewithRockeyVaccarellaintheWhiteHouse.RockeyisfromSaintBernardParishinLouisiana,andheandhisfamilylosteverythingtheyownedtoHurricaneKatrina.RockeydrovetoWashingtontothankthefederalgovernmentforitseffortstohelppeoplelikehim.Andhebroughtatraileralongtohelpremindusthatmanygoodpeopleal世界秘書網(wǎng)版權(quán)所有ongourGulfCoastarestilllivingindifficultconditions,andthatthehardworkofrebuildinghasonlyjustbegun.
ThisTuesdaymarksthefirstanniversaryofKatrina--oneofthedeadliestandmostcostlynaturaldisastersinAmericanhistory.InMississippi,thestormwipedoutvirtuallyeverythingalongan80-milestretchofthecoast,flatteninghomesanddestroyingentirecommunities.InLouisiana,floodingleft80percentofthecityofNewOrleansunderwater.Thehumancostswereevenmoreterrible.Morethanathousandpeopledied,countlessfamilieslosttheirhomesandlivelihoods,andtensofthousandsofmen,women,andchildrenwereforcedtofleetheregionandleavebehindeverythingtheyknew.
Duringthestormandinthedaysthatfollowed,Americansrespondedwithheroismandcompassion.CoastGuardandotherpersonnelrescuedpeoplestrandedinfloodedneighborhoodsandbroughtthemtohighground.Doctorsandnursesstayedbehindtocarefortheirpatients,andsomeevenwentwithoutfoodsotheirpatientscouldeat.Manyofthefirst-respondersriskingtheirlivestohelpotherswerevictimsthemselves--woundedhealers,withasenseofdutygreaterthantheirownsuffering.Andacrossourgreatland,thearmiesofcompassionralliedtobringfoodandwaterandhopetofellowcitizenswhohadlosteverything.Intheseandcountlessotherselflessacts,wesawthespiritofAmericaatitsbest.
Unfortunately,Katrinaalsorevealedthatfederal,state,andlocalgovernmentswereunpreparedtorespondtosuchanextraordinarydisaster.Andthefloodwatersexposedadeep-seatedpovertythathascutpeopleofffromtheopportunitiesofourcountry.SolastyearImadeasimplepledge:ThefederalgovernmentwouldlearnthelessonsofKatrina,wewoulddowhatittakes,andwewouldstayaslongasittakes,tohelpourbrothersandsistersbuildanewGulfCoastwhereeverycitizenfeelspartofthegreatpromiseofAmerica.
ThatwasthesamepledgeIrepeatedtoRockeyduringhisvisittotheWhiteHouse.Thispledgemeantstrongerleveesandrebuilthomesandnewinfrastructure.Italsomeanssafestreetsandneighborhoodsfilledwithlocallyownedbusinesses,andmoreopportunitiesforeveryone.
Nextweek,LauraandIwillreturntoMississippiandNewOrleanstomeetwithlocalcitizensandofficials,andreviewtheprogresswehavemade.Thefederalgovernmenthasconductedathoroughreviewofitsresponsetonaturaldisasters,andwe''''remakingreformsthatwillimproveourresponsetofutureemergencies.WithhelpfromCongress,wehavecommitted$110billiontotherecoveryeffort,andweareplayingavitalroleinhelpingpeoplecleardebris,repairandrebuildtheirhomes,reopentheirbusinessesandschools,andputtheirlivesbacktogether.
Thefederalgovernmentwillcontinuetodoitspart--yetare-bornGulfCoastmustreflecttheneeds,thevision,andtheaspirationsofthepeopleofMississippiandLouisiana.Andtheirstateandlocalofficialshavearesponsibilitytohelpsetprioritiesandmaketoughdecisions,sopeoplecanplantheirfutureswithconfidence.
